Known to Allied forces under the reporting name “Sally,” the Ki-21 flew in China, Southeast Asia, Burma, and the opening phases of the Pacific campaign.

The Ib variant refined defensive armament, structural details, and fuel capacity, making it better suited to long-range operations — a critical feature during Japan’s rapid early-war expansion.
